Digital Submission Requirements
For online UK passport renewal applications via GOV.UK, your digital photo must be a JPEG file of at least 600×750 pixels (reflecting the 35×45mm aspect ratio), under 10 megabytes in file size. The UK has several requirements that differ significantly from other countries. Understanding these is critical to avoiding rejection.
⏱ 1-Month Recency Rule
The UK requires that your passport photo be taken within the last 1 month (approximately 4 weeks). This is the strictest passport photo recency rule in the world. For comparison, the US allows 6 months, Canada 6 months, and Australia 6 months. HMPO enforces this rule because the UK passport is used as a primary biometric identity document and the government wants photos that reflect very recent appearance. If your photo is even a few days over one month old, it will be rejected. Always take a fresh photo when you begin your passport application.
🎨 Light Grey Background — Not White
Perhaps the most commonly misunderstood UK passport photo rule: the background must be light grey or cream — NOT pure white. The UK passport photo specification explicitly calls for "a plain light grey or cream background." This trips up applicants using US-format tools (which require white) or who prepare their own photos against a white wall. ✍️ Countersignature Requirement

A countersignatory must be a British citizen or other accepted professional, have known you personally for at least 2 years, not be a relative, hold a valid UK passport, and be over 18. The back of the photo must be signed in black pen with the applicant's full name. Online renewal applications generally do not require a countersignature.
👓 No Glasses Since 2018
Since October 2018, HMPO no longer accepts passport photos containing glasses of any type. This includes prescription glasses, reading glasses, tinted lenses, and fashion glasses. Prior to 2018, glasses were permitted if they didn't obscure the eyes or cause glare. HMPO made this change in line with international biometric standards. There are no medical exceptions to this rule — all applicants must remove glasses regardless of how dependent on them they are.
🖨 Photo-Quality Paper Required
UK passport photos must be printed on genuine photo-quality paper — not on regular printer or office paper. HMPO will reject photographs that are visibly printed on plain paper, even if the image itself is compliant in all other respects. Home inkjet printing on glossy photo paper is acceptable. Professional print services (pharmacies, photo shops) are also suitable. The photo must not be a photocopy or a screenshot printed out.
📋 Online vs. Paper Applications
UK passport applications are increasingly moving online. Online renewal applications (for adults renewing an adult passport issued after their 16th birthday) use a digital photo upload and typically do not require a countersignature or printed photos. Paper applications — such as first-time passports, child passports, and some lost or damaged passport cases — require two identical printed photos. The requirements for digital photos (dimensions, background, recency) are the same as for printed photos.
UK Passport Photo Rejection Reasons
These are the top causes of UK passport photo rejection by HMPO. Each one can delay your application by weeks.
❌ White Background Instead of Light Grey
The single most common UK passport photo mistake. Many people — especially those using US-based tools or preparing photos at home against a white wall — submit photos with a pure white background. HMPO specifically requires light grey or cream. The automated processing system flags white backgrounds as non-compliant. ❌ Photo More Than 1 Month Old
With a 1-month recency rule, any photo older than 4 weeks will be rejected — even if it's only a few days over. Many applicants make the mistake of using a recent photo that they consider "recent enough" — but HMPO's definition of recent is far stricter. Always take a new photo at the start of your application process.
❌ Glasses in Photo
No glasses of any kind are permitted since October 2018. HMPO's automated system is trained to detect frames and lenses and will flag them regardless of whether they obscure the eyes. This has caught many applicants by surprise, especially those who wear glasses every day and had previously been allowed to include them in older passport photos. Remove all eyewear before taking your photo.

Shadows — whether on the background caused by standing too close to a wall, or on the face caused by poor lighting — are a common rejection trigger. Even subtle shadows visible to automated processing can cause rejection. Use soft, even lighting from a window or balanced artificial lights, and stand at least 2 feet from your backdrop to prevent background shadows.
❌ Missing Countersignature
For paper applications that require a countersignature, submitting photos without one is an immediate rejection. Check your specific application type on GOV.UK to determine whether a countersignature is required. When in doubt, include one — it's better to have it and not need it than to have your application returned.
❌ Edited or Filtered Photo
HMPO prohibits any digital manipulation of the photo beyond basic exposure and colour correction. Beauty filters, skin smoothing, teeth whitening, blemish removal, or any feature alteration is strictly prohibited. Smartphone portrait modes that apply bokeh or skin-smoothing effects are also not acceptable. Use a plain photo mode with no filters applied.
